I've typed it in verbatim, for youfolks to chew over. Many of the topics recentlydiscussed on sci.space are covered in this.Gibbons Outlines Space Station Redesign GuidanceDr. John H. Gibbons, Director, Office of Science andTechnology Policy, outlined to the members-designate ofthe Advisory Committee on the Redesign of the SpaceStation on April 3, three budget options as guidance tothe committee in their deliberations on the redesign ofthe space station.A low option of $5 billion, a mid-range option of $7billion and a high option of $9 billion will beconsidered by the committee. Each option would coverthe total expenditures for space station from fiscalyear 1994 through 1998 and would include funds fordevelopment, operations, utilization, Shuttleintegration, facilities, research operations support,transition cost and also must include adequate programreserves to insure program implementation within theavailable funds.Over the next 5 years, $4 billion is reserved withinthe NASA budget for the President's new technologyinvestment. As a result, station options above $7billion must be accompanied by offsetting reductions inthe rest of the NASA budget.  For example, a spacestation option of $9 billion would require $2 billionin offsets from the NASA budget over the next 5 years.Gibbons presented the information at an organizationalsession of the advisory committee. Generally, themembers-designate focused upon administrative topicsand used the session to get acquainted. They alsoreceived a legal and ethics briefing and an orientationon the process the Station Redesign Team is followingto develop options for the advisory committee toconsider.Gibbons also announced that the United States and itsinternational partners -- the Europeans, Japanese, andCanadians -- have decided, after consultation, to give"full consideration" to use of Russian assets in thecourse of the space station redesign process.To that end, the Russians will be asked to participatein the redesign effort on an as-needed consultingbasis, so that the redesign team can make use of theirexpertise in assessing the capabilities of MIR and thepossible use of MIR and other Russian capabilities andsystems. The U.S. and international partners hope tobenefit from the expertise of the Russian participantsin assessing Russian systems and technology. Theoverall goal of the redesign effort is to developoptions for reducing station costs while preserving keyresearch and exploration capabilities. Carefulintegration of Russian assets could be a key factor inachieving that goal.Gibbons reiterated that, "President Clinton iscommitted to the redesigned space station and to makingevery effort to preserve the science, the technologyand the jobs that the space station program represents.However, he also is committed to a space station thatis well managed and one that does not consume thenational resources which should be used to invest inthe future of this industry and this nation."NASA Administrator Daniel S. Goldin said the Russianparticipation will be accomplished through the East-West Space Science Center at the University of Marylandunder the leadership of Roald Sagdeev.
