Initially the <STRONG>GL_BLEND_COLOR_EXT</STRONG> is set to (0,0,0,0). <STRONG>NOTES</STRONG> <STRONG>fglBlendColorEXT</STRONG> is part of the _extname(EXT_blend_color) extension, not part of the core GL command set.
