   <command>CREATE CONSTRAINT TRIGGER</command> is used within
   <command>CREATE TABLE</command>/<command>ALTER TABLE</command> and by
   <application>pg_dump</application>  to  create  the  special  triggers  for
   referential  integrity.
   It is not intended for general use.
  </para>
