c＋＋编写的ns环境下关于wfq算法的仿真源代码

1.2.4	The patching procedure has been extended so that WFQ can be
	applied to old and new versions of NS-2; it has been tested with
	v2.27, v2.28, and v2.29 

1.2.3  A few small internal cleanups. 
       example.tcl has been fixed so that it can be used with the 
       TCP applications. 
       FAQ has been added	 

1.2.2  The inner code has been rewritten using the STL library. Lots of
       code cleanups.    

1.2.1  The sample script - example.tcl - has been modified. Several minor
       changes in the installation script have been made.

1.2    Now weights can dynamically changed during the simulation. 
       Several code cleanups have also been added	

1.1a2  Now it can be normally applied to ns2.1b9

1.0b2  Only cosmetic changes for this release.
       (now it applies cleany to ns2.1b6)
       It should be tested to check that the changes in ns2 haven't broken
       the code. It should be ok anyway.
