        　　方式3：选择“编码管理＿系统用户＿新增”</p>

      　　b、只有您的主管部门批准您为有效用户后，才可以成功登录。<br>
      　　c、只有主管部门才能利用“编码管理＿系统用户＿新增”方式新增用户，并且只能新增本部门用户。</td>
