.SH DESCRIPTION

Builds and returns a path by appending the ESPS base path provided by
\fIget_esps_base(3\-\s-1ESPS\s+1)\fR  and the argument
\fIpath_inside_base\fR.  If \fIpath_inside_base\fR does not start
with a / then one will be provided. 
A newly allocated string is returned, so deallocate it after use.

You might think that \fIfind_esps_file(3\-\s-1ESPS\s+1)\fR would do this, and it does.
However, \fIfind_esps_file(3\-\s-1ESPS\s+1)\fR does not work with
partial filenames. Hence this routine.
