shm object creation and destruction implemented for library completeness.
buffer slotadd manages alsa shm object adding a OMSBUFF_SHM_PAGE number of slots

Some changes in bufferpool structs with both local and shm address management.
Normally allocated buffer is managed with pointer, while shm addresses are managed using offsets from slots memory buffer start.

Added "force_frame_rate" command for sd files in order to prevent fenice to update frame_rate setting in sd with that read from bitstream. This is useful, at the moment, for MPEG4-ES and it's used only there, because sometimes elementary mpeg4 bitstream are encoder very badly.

Fixed a little bug in RTCP scheduling.
Sending RTCP packets is moved in the same thread where they are created to avoid
concatenation of different RTCP pkts before send them.

Added fenice logger. Possible solution are:

1)stderr with -v option (see fenice --help)
2)default log file (see configure --help)
3)log_file="<your_log_file" in your fenice.conf
4)if no -v option presents and it's impossile to write the selected log file then fenice uses syslogd with daemon.log. If it is impossible to use syslog system then stderr is used. 

please use:

fnc_log(int level, const char *fmt, ...)	/*fprintf style*/

where possible levels are (for now):
