Complex test of pluto using aggressive mode.
Test is a variation of basic-pluto-01

West will initiate to east using aggressive mode, with RSA keys.

First, west will be told to initiate to 10 non-existant systems.
This will cause it to do lots of crypto. Afterward, it will be told to
initiate to east. The request to east should not get lost.
