kbde package include kbde program and man page for it.

kbde program and kbde-driver allow you emulate keyboard
input. The main purpose of this program is to be test
for both kbde-driver and kbde-devel package.

kbde-devel package include library and header files 
to support development applications, which need emulate
keyboard input.

Examples:
  X application, which draw keyboard on the screen.
  and when "key" is pressed emulate appropriative input
  from the keyboard.

  Application, which get input from some device and translate it
  into keyboard's events.
