This instructs the progress engine to wait until some communication event
happens since {\tt MPID{\tt \char`\_}Progress{\tt \char`\_}start} was called.  This call blocks the
calling thread (only, not the process).  Before returning, it releases
the block begun with {\tt MPID{\tt \char`\_}Progress{\tt \char`\_}start}.
