from 0xa553 to 0xa554:
1) Peak bitrate for noisy signal and blue signal to noisy signal is
reduced to be within 9.8 mbps for both CBR and VBR. This changes are
related to fixing bug no's 481 and 511 in the cirrus bug list.

2) As far as the picture quality is concerned, this version should be
same as version "a551" quality for CBR.

3) The average bitrate for VBR is improved to be within the target
bitrate.  so the quality may be little bit different as far as VBR is
concerned.  But at this point, it is necessary to add those changes to
meet the target bitrate for VBR.

4) Based on the initial evaluation of this microcode changes by sony
engineers here, we see some STD buffer violation and also very minor
VBV underflow with very special signals.

from 0x539 to 0xa553: missing information

539 - For Blank scene detection, allocate 0.5 *
actual_bitrate. Removed the snowy channel detection added in version
5.38. Basically this version is same as version 5.37 plus change in
blank scene handling in VBR.

ccda.sdram while building qthex.

536 - VBR algorithm is modified to detect blank images and
allocate less bits.  VBR timing for state4a is modified to get rid of
bitstream corruption problem on Harmony platform.

535 - Support AC-3 left/right channel duplication.

534 - Dolby certified code and audio driver code are updated.

533 - 
1. MPEG-2 format encoding for CIF and QCIF images are enabled.
2. Load new non-intra quantization matrix is enabled through parameter file.
3. For MPEG-2 CIF/QCIF encoding, mb_height calculation is corrected in
video_gen_par.c file

532 - VBR algorithm is changed to use RCB in a CBR mode to
have more control over the bitrate fluctuations on different scenes
encoding.

520 - Corrected some values in the VBR algorithm when closed GOP
mode of encoding is enabled.

519 - Added support for 720x576 PAL encoding mode

518 - Adjust the timestamp when pause and resume happen during
encoding.

517 - Not applicable

Firmware version 516 - No start retry.

Firmware version 514 - Fix the temporal reference for the last two P
pictures in closed GOP option. 

Firmware version 510 - Fixed a bug: When closed_gop is selected in the input
parameter, the closed_gop bit in the GOP header will be set for every GOP. 

Firmware version 508 - New AC3 firmware appears to have good quality. Fixed
sequence end error for all mux format. Fixed error for SVR format when mux
generates last audio pack before a new VOBU start in order to complete
current audio frame within previous VOBU.
