<td>本世纪全球贸易史最大的遗憾莫过于与世界人口五分之一的中国长期被拒之与WTO之外，本世纪全球贸易史上最大的庆幸莫过于中美之间长达13年的马拉松谈判在几次超过最后期限的不可能中完成了有利于世界，有利于中国，有利于下个世纪的历史性协议。WTO将对未来中国社会、经济、文化、科技发生结构性冲击和整体性挑战，其中影响最深远，冲击最隐蔽、外中最悬殊的领域之一很可能是电子商务领域。 <BR><BR> ■ 第一∶在电子商务形式上∶网上商店百花齐放争妍 <BR> 由于WTO允许全球网络公司直接拥有49%-100%的中国网络公司股份，并允许银行、运输、保险等大范围的开放，将极大地刺激全球各类网上书店、网上CD、网上礼品店……拥入中国，同时长期困扰中国电子商务网上商店发展的网上支付、网下运输、网中平台、网络成本将迅速溶入世界的标准化，同时大批具有全球战略眼光的中国企业也将利用网上商店推销，因此网上商店将会出现百花齐放，中西争妍局面。 <BR><BR> ■ 第二∶在电子商务行为上∶网上购物百万人头簇动 <BR> 由于WTO允许外国银行开展本币业务，也允许中国百姓人民币兑换美元，加之一大批持巨额资金，先进技术，全球用户的网络公司的低成本甚至亏本促销，网上购物在中国将掀起百万人头齐簇动，网上争相购物忙的局面。 <BR><BR> ■ 第三∶在电子商务文化上∶网上社区百万家灯火通明 <BR> WTO将中国与世界互熔在大世界小社区的新家族中，国人与洋人之间，民族企业与国外企业之间，国内团体与国外团体之间交流与沟通急剧加大，网上社区将在24小时全球几万里昼夜灯火通明。 <BR><BR> ■ 第四∶在电子商务内容上∶网上信息百家站点争鸣 <BR> WTO将ICP的开放做为最优先考虑的行业，拥有全球最多眼球和最交互技术的信息提供商将与中国ICP展开一场文化与文化的较量的新世界(相关新闻,实时行情)大战。 <BR><BR> ■ 第五∶在电子商务用户上∶网络接入上千万网民倍增 <BR> AOL参股"中华网"，在WTO美中签约的当天，暴涨每股74美元，超过日平均成交额15倍，创下美国NASDAQ涨幅最大的个股之一，已经看出世界级ISP出击前的信号。 <BR><BR> ■ 第六∶在电子商务骨干设施上∶网下电信万亿竞争大战 <BR> 由于WTO允许中国电信行业49%50%的股权与运营权对外开放，这将意味著，在中国电信市场多年经营的世界电信公司终于可以由"非法同居"变为"明媒正娶"了。 <BR><BR> ■ 第七∶在电子商务跨国联盟上∶网络投资十亿千亿兼并 <BR> 由于WTO对中国12亿人口的巨大市场的突然对外打开，将使一大批国外网络公司将以M&T（收购与兼并）或直接投资的方式进入中国，这将有利迅速扼制亚洲金融危机冲击下的中国外资投入减少，全球资金最充裕、投资速度最迅捷，对中国市场最饥渴的行业莫过于信息技术网络行业。 <BR><BR> ■ 第八∶在电子商务国际贸易上∶网上出口亿万淘金起潮 <BR> 由于WTO对中国服装(相关新闻,实时行情)、纺织、机电等商品，永久性不再受"最惠国"、"反倾销"之类的惊吓，将借助最新网络技术迅速介入全球传统买家与网络买家的网上出口，届时，将近2000亿美元的今日出口额将会有相当一部分转到网上来。 <BR><BR> ■ 第九∶在电子商务就业上∶网络经济千万新岗急聘 <BR> 由于WTO将使世界对中国劳力密集型产品的需求激增，再加上中国出口行业的带动（据国务院发展中心预测）将有上千万新的就业机会出现。 <BR><BR> ■ 第十∶在电子商务对民族产业升级上∶网络经济兆亿财富创生 <BR> WTO将使全世界最富有生命力的朝阳行业及全球最有竞争力的跨国公司利用中国市场完成它们的全球领导地位，同时，也将从体制上、资源上、资金上、管理上、人才上激活国有及民营经济，由网络经济为主流的社会财富创生要素将在全球互动中创生出兆亿GNP的产值。 <BR><BR> 总之，拥有中国介入的WTO组织，将使全球化更加合理健康。拥有WTO规则下的中国将使民族产业步入千禧之年新纪元。<BR><BR></td>
