It is described in the Windows for Workgroups Resource Kit, chapter 13.
It is available on the MSDN CD.

The resource kit only gives the format for exported files. I believe that
the raw data is encrypted.

The file format is documented in your on-line help (surprise!).

But you should ask yourself how useful such a product will be
a few months from now when Windows '95 takes over. Don't waste
your time developing Windows 3.1-specific apps.
