<br>内容：有那位高手做过mpeg-1音频解码。我在解层一层二的压缩流d的时候，标准ISO/IEC 11172-3提到这么一句话：After the bits have been gathtered from the bitstream,the first bit has to be inverted.the resulting number can be considered as a two's complement fractional number,where the MSB represents the value -1.我百思不得其解。如何实现在程序中实现呢？！！！！！
