The

routine
draws a box around the edge of the window.
The arguments 
.PN vert
and
.PN hor
are the vertical and horizontal 
characters the box is to be drawn with.

are 0 or unspecified, 
then default characters are used.

If scrolling is disabled and the window 
encompasses the bottom right corner
of the screen, 
all corners are left blank to avoid an illegal scroll.
