Qfax Release 1.3

This version of Qfax fixes a couple of "inconveniences" from v1.2, and
adds a few new features, as described in CHANGES.

While the 1.x series is still technically a beta product, 1.2d has
been stable for several months now, and the transition to 1.3 should
be relatively smooth.  Smooth enough to warrant a public release, at
any rate (which hasn't happened since 1.0).
